Creating Tomorrow’s Infrastructure
Pennoni, a consulting engineering firm with locations in
multiple states and across Pennsylvania — including one
in West Chester — works with transportation departments,
hospitals, municipalities, institutions of higher education,
developers and many other clients on complex construction
and infrastructure projects.
“One of the projects we’re working right now is civil
engineering for Longwood Gardens’ expansion of their
conservatory,” said Joseph Viscuso, Senior Vice President and
Director of Strategic Growth. “We’re also part of a really exciting
infrastructure project in Philadelphia called the I-95 CAP.”
Short for “Central Access Philadelphia,” the CAP will connect
Philadelphia’s Old City to the riverfront at Penns Landing.
Pennoni projects in Chester County include the expansion of
Oakbourne Park in Westtown Township and the Train Station in
Coatesville as part of its downtown revitalization.
While Pennoni is a large firm with some 1,400 employees, it’s
100% employee-owned. “It’s one of our keys to success,” Viscuso
said. “Everybody has a stake in the outcome of how we do.”
Like many companies in its space, Pennoni does have trouble
filling positions, so acquisitions form a major part of its growth
strategy. “We tend to do three to four acquisitions a year,”
Viscuso said.
Another thing that sets Pennoni apart: its early embrace of
technology. As an example, via its Pennoni PFX team, the
firm offers clients the ability to experience their projects in
an immersive 3D setting before they’re ever built. “We were
ahead of the curve on that technology,” said Viscuso, who is
also a former Chair of the Chester County Chamber’s Board
of Directors. “We’ve been members of the Chamber for a long
time, and we have a lot of employees that live right here in
Chester County.”

(HRG): Helping Municipalities Work Better
for Residents
HRG is an employee-owned, nationally ranked engineering
firm assisting with the planning, design and management
of community infrastructure. The company was founded in
1962 to deliver civil engineering services, but its work has
expanded over time to include community planning, landscape
architecture, surveying, Geographic Information Systems
development and financial strategies.
Today, HRG employs more than 350 people throughout
Pennsylvania, Ohio and West Virginia, serving a broad range
of public and private sector clients, including local, state and
federal government; commercial and residential developers;
educational and healthcare institutions; and manufacturing and
industrial facilities.
“We have a wide range of services, but water, wastewater
and civil are our strongest markets in Chester County,” said
Juni Shahjabin Alam, Client Services Director at HRG’s King of
Prussia office. “We provide the type of services that small and
large municipalities need. I’m a stormwater engineer, so I work
on stormwater management and flood mitigation. We also
design roads, bridges and wastewater plants, as well as the
chemical processes that are needed at the plant.”
In Chester County, HRG has 15 clients. They include
the Borough of Phoenixville, for whom HRG prepared a
comprehensive plan that offered a roadmap for growth,
development and improvement over the next 10 to 15
years. HRG also conducted a stormwater study for Willistown
Township and worked on wastewater treatment plant
improvements for West Goshen Township.
