Eric Davis
Delaware Superior Court
As the chair of the Complex
Commercial Division for Superior
Court, Judge Eric Davis oversees
activities in a court venue that handles
complex business disputes with an
amount in controversy of more than $1
million. In 2012, Davis was appointed
to the superior court after serving on
the bench on the Court of Common
Pleas. His career also includes tenures
at Miles & Stockbridge, P.C and
multinational fi rm Skadden, Arps,
Slate, Meagher & Flom LLP. In his
courtroom, the highest profi le case
Davis has heard in recent times was
the $1.6 billion lawsuit Dominion
Voting Systems fi led against Fox
News that settled out of court after
months of hearings.

Mark Holodick
Delaware Department
of Education
Dr. Mark Holodick is responsible for
the overall direction, supervision, and
coordination of all activities of the
Delaware Department of Education.
He’s an adviser to the governor and his
team on state policies, programs and
activities related to public education in
Delaware. Holodick works closely with
nine cabinet members and their teams
who provide leadership, guidance,
and support for our 19 districts and
24 charter schools in many areas
including: Academics, School Safety
and Security, Student Opportunities
and Outcomes, Equity and Innovation,
Leadership Development, and
Workforce Development. Holodick
has been vocal about school funding
models, focusing on student outcomes
and empowering educators.

Shawn Garvin
Department of Natural
Resources and
Environmental Control
In 2017, Secretary Shawn Garvin
was appointed to Gov. John Carney’s
cabinet as the top man at the
Department of Natural Resources
and Environmental Control (DNREC).
Th at agency is tasked with protecting
and managing Delaware’s natural
resources, protecting public health
and its state parks system. DNREC
also regulates business activities like
air quality permits, major industrial
development along the coast, licensing
sewer facilities and the Brownfi elds
program. Garvin’s career spans more
than two decades at state, local and
federal levels. He was appointed by
President Barack Obama to serve as
the Mid-Atlantic region administrator
for the U.S. Environmental
Protection Agency.

Karryl Hubbard
Delaware Department
of Labor
With 455,500 people working in
Delaware, Delaware Labor Secretary
Karryl Hubbard is focused on working
with stakeholders on how to create
more employment and training
opportunities for residents. Th e state
Labor Department also handles
discrimination and compensation
laws, unemployment insurance claims
as well as analyzing the labor market
data. With the new Family and Medical
Leave Insurance Program, Hubbard
will also be instrumental in overseeing
the regulations as Delaware off ers
paid leave in 2025. She has previously
served as the Director of the Division of
Management Support Services for the
Delaware Department of Services for
Children, Youth, and Th eir Families.
