  2022 Regional Progress Report Takes Shape
 EZ-Pass Use at Selected Locations

WILMAPCO has begun work on our latest performance measurement report. Known as the Regional Progress Report, it tracks how well policy objectives       2050 Regional Transportation Plan, or RTP) are progressing. Are they meeting the mark, off the mark, or somewhere in between?
Each action in the 2050 RTP will receive a green, red, or yellow light to show its progress, based on a review of quantitative and qualitative indicators. The Regional Progress Report sets the stage for the RTP update expected in 2023.
One action that has progressed well is supporting high-technology transportation projects. EZ-Pass use, for example, has become more common. In 2000, only about one
in five toll transactions were via EZ-Pass. Today, it’s about four in five.
An action that needs more attention is ensuring access to public transportation. In New Castle County, continued suburban sprawl has led to a decline of populations living near bus stops. In 2000,
55% of people did so. Today, only 45% of people do. Cecil County has seen an uptick from 3% to 8% during those same years.
Another action that needs attention is promoting safer transportation network design and travel for all users. As shown in the graph above, the death rate from roadway
