Doyle Appointed to
National Advisory Committee
and productivity of America’s gateway ports, and help the U.S. maritime industry meet the economic and security needs of the nation.
Doyle was appointed to his current position by Maryland Gov. Larry Hogan in 2020 after serving as CEO and Executive Director for the Dredging Contractors of America, an association representing the U.S. dredging and marine construction industry. He is also a former U.S. Federal Maritime Commissioner (2013-2018). 
  U.S. Transportation Secretary Pete Buttigieg has appointed William P. Doyle, Executive Director of the Maryland Port Administration (MPA) to the Maritime Transportation System National Advisory Committee (MTSNAC) for a two-year term, effective immediately.
The MTSNAC provides information and recommendations to Secretary Buttigieg through the U.S. Maritime Administration on matters relating to the maritime industry and its role in overall transportation.
“I am very honored to have been asked by Secretary Buttigieg to serve
on the Maritime Transportation System National Advisory Committee,” said Doyle. “Maryland’s Port of Baltimore is a major gateway for U.S. DOT’s Maritime Security Program (MSP) enrolled vessels. U.S.-Flag MSP companies American Roll-on Roll-off Carrier Company, Liberty Maritime Corporation and Waterman Logistics/SEACOR
all call on the Port of Baltimore.

In a letter to Doyle, Secretary Buttigieg noted that he is being appointed to represent the point
of view of the ports and terminals sector within the broader surface transportation system. Secretary Buttigieg noted Doyle’s experience and perspective will help address the challenges facing maritime transportation, expand the capacity

“K” Line Conducts
Successful Biofuel Trial
Kawasaki Kisen Kaisha, Ltd. (“K” Line) this past summer completed its second trial of the use of marine biofuel. The fuel was supplied by Netherlands-based GoodFuels.
The trial involved the Supramax bulker Albion Bay, and was conducted in partnership with JFE Steel Corporation.
The vessel completed the loading operation of hot-rolled steel coils at JFE Steel Corporation West Japan Works on July 24 and started navigating to a discharging port in Pakistan. The marine biofuel was delivered to the vessel at Singapore on August 3. After leaving Singapore, the vessel conducted the trial use of the marine biofuel and safely arrived at its discharging port on August 16. “K” Line conducted its trial by using marine biofuel blended with biodiesel and fossil fuel.
In “K” Line’s “Environmental Vision 2050 – Blue Seas for the Future” report, the company has set
a 2030 interim target of improving CO2 emission efficiency by 50% over 2008. Furthermore, the company aims to achieve net-zero greenhouse gas emissions by 2050.
