Penny Short
TidalHealth Nanticoke
For 40 years, Penny Short has worked
at Nanticoke Memorial Hospital in
Seaford. She started as a nursing
assistant, then went to Delaware
Technical Community College to
become a registered nurse with an
intensive care unit specialty. Short
worked her way up from chief nursing
offi cer and chief operating offi cer of
Nanticoke Health Services. In those
roles, she helped Nanticoke Memorial
Hospital receive accreditation as the
fi rst primary stroke center in Delaware.
Shortly into her tenure, Short worked
to help fi nalize a merger between
Nanticoke Memorial Hospital and
Peninsula Regional Health System,
based in Salisbury, Md. Th e merger
brought the Seaford hospital into
a larger network and a new name:
TidalHealth.
Dr. David Tam
Beebe Healthcare
Dr. David Tam is a retired Navy Captain
and veteran of health care executive
leadership, with roles at Providence
Saint John’s Health Center in Santa
Monica, Calif., the United States’
military health insurance program
TriCare and more. He joined Beebe
as President & CEO as the COVID-19
pandemic swept the nation. Since
then, Tam had worked with Beebe’s
board of directors to restructure the
organization, bringing a more strategic
focus to the healthcare future of Sussex
County delivered by Beebe. During his
tenure, Beebe Healthcare has opened
numerous new facilities, implemented
innovative programs, and created
new partnerships, while working on
strategies that emphasize quality and
safety to serve all of Sussex County’s
residences, no matter their home.
