As one of the most visible du Pont
family heirs, Ben du Pont has
supported the entrepreneurial vision
advocated by his late father, former
Gov. Pete du Pont IV. A co-founder
and managing director at the venture
capital fund Chartline Capital Partners,
du Pont makes investments in
enterprise and industrial technology
companies working to make core
industries more effi cient, reliable, and
safe. In 2023, the fi rm started working
with Discover Bank to invest in
fi ntech startups reaching underserved
populations. He also co-founded
ZipCode Wilmington, which teaches
coding for needed local jobs, and saved
the Dupont Country Club in 2018.
David Gillan
County Bank
David Gillan has led the Rehoboth
Beach-based County Bank since 2011.
He worked his way up the community
bank’s hierarchy, starting as a loan
offi cer at its founding in 1990, and has
spent nearly 40 years in the banking
industry. Today, County Bank is the
third largest bank serving Delaware
that is also headquartered in the
state. Gillan’s leadership has led to
appointments on the Federal Reserve
of Philadelphia’s advisory council
and on the Delaware Economic
and Financial Advisory Committee,
which formulates the state’s revenue
projections. He also oversaw a
rebranding of the bank in 2021.

Vandell Hampton, Jr.
True Access Capital
As president CEO of True Access
Capital, Vandell Hampton Jr. leads
Wilmington’s largest community
development fi nancial institution
(CDFI), a nonprofi t lender that
utilizes both federal funds and private
sector donations to reach distressed
communities at favorable terms. He
took the helm of what was then First
State Community Loan Fund in 2004.
Under his leadership, the nonprofi t has
provided over $20 million in fi nancing
to small businesses and community
organizations throughout Delaware
and southeastern Pennsylvania,
undergone a comprehensive
rebranding campaign to True
Access and taken over the Women’s
Business Center to support female
entrepreneurs.
As the leader of Delaware’s largest for-
profi t employer, Tom Horne oversees
more than 11,000 workers as head
of credit card operations, customer
service and consumer branch banking
for JPMorgan Chase. Th e veteran of
MBNA has helped turn Chase into a
major economic force and community
supporter for its Wilmington home
base and Delaware at large. A lifelong
Delawarean, Horne has also been a
proponent for the growth of fi nance
and fi ntech jobs in the state by advising
the University of Delaware’s Lerner
School of Business and Economics,
with which Chase has partnered.
