 WILMAPCO Makes Progress on Implementing Route 9 Master Plan
T he Route 9 Monitoring Committee (R9MC) has continued to successfully guide the implementation of the Route 9 Transportation and Land Use Master Plan, while addressing
other community needs.
Organized by WILMAPCO in the wake of the Master Plan’s adoption in 2017, the R9MC is comprised of a diverse set of government, community, business, and industry stakeholders. The group meets monthly and has offshoot subcommittees on Health, Outreach, and Small Business and Workforce Development.
During this past year, the R9MC has:
 Supported DelDOT in helping prioritize and fund the “Route 9: Landers Lane to A Street” Capital Transportation Project.
 Supported DelDOT in developing a new streetscape project along Morehouse Drive and Lambson Lane, along with other smaller walkability improvements along the Route 9 corridor (see graphic above).
 Triggered the exploration of a local landscaping agreement that would allow the installation of trees and other landscaping features with transportation projects.
 Coordinated with DelDOT’s Civil Rights Department to host a local Disadvantaged Business        continued to advocate for the exploration of local labor preferences on Route 9 construction contracts.
 Provided guidance to WILMAPCO on the Port of Wilmington Truck Access Study.
 Supported New Castle County with the NCC @ 2050 Comprehensive Plan. The R9MC wrote three letters with detailed suggested adjustments, many of       
 Promoted the implementation of a Community Development Corporation Feasibility Study through the bolstering of the New Castle Prevention Coalition and hiring of a Public Ally.
 Began work on a Route 9 Data Trends Annual Report and, as a follow-up to May 2021’s Route 9 Health Needs Assessment, a Health Action Plan.
 Advocated for the installation of trail lighting along the Tri-Parks Trail connecting Dunleith to Oakmont to support area bus commuters, walkers, and bike riders.
 Promoted a Route 9 Master Plan outreach video and enhanced Facebook engagement.
