The Westchester OED promotes and encour- ages economic development and job growth by providing business resources and finan- cial assistance through our Industrial Devel- opment Agency (IDA) and a wide range of related services and incentives to attract and retain businesses, as well as collaborating to put businesses and opportunities together in Westchester County.
When it comes to business, we rec- ognize that one size does not fit all. That’s why we offer assistance in a wide variety of ways, including:

The IDA is a public benefit corporation cre- ated to promote and encourage economic development in the county with the primary
goal of assisting in the creation and reten- tion of jobs.
The IDA offers such benefits as:
• Mortgage recording tax exemption on the purchase or financing of land or a facility
• Sales tax exemptions that support con- struction, renovation and expansion
• Taxable or tax-exempt bonds
Annually, the IDA supports projects which account for hundreds of millions of dollars in private investment in a wide variety of sectors, including housing, biotech, multi-family, mixed use develop- ment, historic building renovation and hospitality, as well as renovation and recon- struction efforts.
Recent projects supported by the IDA include: substantial new housing projects, an $80 million renovation and upgrading of a county airport hangar; and the renovation and new construction of Danone’s new U.S. headquarters.

THE WESTCHESTER LOCAL DEVELOPMENT CORPORATION (LDC) www.westchesterldc.com
The LDC provides low-cost, tax-exempt bond financing for non-profit organizations. Since its creation in 2014, it has:
• Provided more than $800 million in tax exempt financing to hospitals, institutions of higher education and schools, nursing homes, libraries and social service agencies such as Guid- ing Eyes for the Blind.
• Helped to renovate critical infrastruc- ture expansion for non-profits, which has created more than 1,500 perma- nent and construction jobs since 2013.

The Westchester-Putnam One Stop Employ- ment Center can connect businesses with a highly skilled workforce by posting open positions, screening candidates and provid- ing on-the-job training.
• Employer benefits include free recruit- ment assistance, customized training assistance and cost reimbursement.
• Job seeker benefits include resumé writing workshops, career counseling and job training opportunities.
The OED also supports – and part- ners with – a host of organizations that provide specialized business resources.
