ADVOCACY
treatment was signed as well (SB 139). Earlier in June, MSD-crafted legislation enabling expedited partner therapy for the treatment of sexually transmitted infections for patient and non-present partner passed in both chambers (SB 157). MSD opposed, for lack of evidence, anti-abortion legislation, SB 205, a 20-week abortion ban, and a mandatory ultrasound offering bill, SB 240. Neither of these bills advanced.
Opiates & Pain Treatment — Several SB 225 and SB 176. The former opened up patient access to chiropractic and physical therapy; it passed on June 30. The latter explored an opiate impact
fee — a $.01 per morphine milligram
equivalents fee — expected to raise between $4 million and $9 million to be used on anti-addiction efforts; it was tabled before the end of session.
Patient Privacy & Prescription Monitoring Program (HB 458) — Attorney General Denn pushed legislation that would lower the threshold for law enforcement to search patient data in the prescription monitoring program. Alarmed that patient privacy was being boldly assaulted, MSD, along with the ACLU sounded the alarm swiftly and the bill was withdrawn for further discussion over the summer and fall.
Novel Legislation: Experimental Treatment (HB 319) — First in the nation, MSD crafted and passed legislation
bringing experimental treatments like tomosynthesis to patients more quickly and consistently among insurance plans.
MSD actively monitors all health-related legislation and maintains an active and visible presence in Legislative Hall on your behalf.
