Sandra M. Gibney, M.D.
has been associate director of Emer- gency Services at St. Francis Hospital and Graduate Hospital in Philadelphia.
Board-certified in internal medicine, she has been medical director of St. Francis Hospital’s St. Clare Medical Outreach Van, and is medical director of the Hope Center in New Castle. She also provides off-hours service at Newark Urgent Care. A summa cum laude graduate from both Thomas Jefferson Medical College and the University of Delaware, she is a committee chair- woman for the Lieutenant Governor’s Behavioral Health Consortium. During the pandemic, Dr. Gibney provided mobile healthcare services, including thousands of COVID vaccinations, to meet the medical needs of individuals in underserved areas, the homebound or those unable to reach medical care.
Hon. Jan R. Jurden is a graduate of Brandywine High School, Muhlen- berg College and the Dickinson
School of Law. She was admitted to the Delaware Bar in 1988. Before joining the Superior Court bench in 2001, she was a partner in the law firm of Young Conaway Stargatt & Taylor LLP. In 2015, she became the President Judge of the Court.
Ciro Poppiti III is the founding chair of the Delaware State Bar Asso- ciation Section
on Tourism and Hospitality. He is in
his third term as the Register of Wills for New Castle County. In 2015, he re- ceived the DSBA’s Government Service Award. A sole practitioner with Poppiti Law, LLC, he is counsel to Lewis Brisbois Bisgaard & Smith, LLP. A commissioned officer with the Delaware Army National Guard, he volunteered for active duty during the height of the COVID-19 pandemic.
Lauren E. M. Russell of Young Conaway Stargatt & Taylor LLP special- izes in represent- ing employers in compliance with

Bryan Townsend is the Majority Leader of the Delaware
Senate, a corporate litigator at Morris James LLP, and the husband of Lilianna Townsend, a corporate litigator at Skadden Arps. First elected to the State Senate in 2012, he clerked for Chancellor William
B. Chandler III in 2009-2010 and began his legal career with Mor-
ris Nichols Arsht & Tunnell. If not focused on healthcare, housing, or criminal justice legislation or cor- porate litigation, Townsend likely is reading bedtime stories (in character) to Logan (4) and Landon (1).
Richard Voith is co-chair of Econsult Solutions in Philadelphia and brings expertise in real estate, eco- nomics, transporta-
tion and applied microeconomics. He is a research fellow at the University of Pennsylvania’s Institute for Urban Research and an adjunct professor at the Wharton School. Earlier, he was an economic advisor at the Federal Reser ve Bank of Philadelphia, vice chair of the SEPTA Board and a member of Pennsylvania’s Transpor- tation Funding and Reform Commis- sion. He is a founding board member of PenTrans, an organization dedicat- ed to balanced, multimodal transpor- tation and mobility alternatives.
