 J. Michael “Mike” Bowman
is the State Director of the Delaware Small Business Development Center (SBDC) and the Associate Director of the University of Delaware’s Office of Economic Innovation and Partnerships. He has been with the SBDC since 2013. Previously, Bowman was Chairman and CEO of the Delaware Technology Park,
Inc. (DTP), a collaboration between the State of Delaware, the University of Delaware and private industry formed to launch and support technology companies across a diverse group of industries, including life sciences, renewable energy, information technology and advanced materials. Bowman serves on the boards of First State Innovation, Fraunhofer USA and the Delaware BioScience Association.
Heather Richards Evans
graduated from Princeton University and received her J.D. from NYU School of Law. She is a member of the bars of New York and New Jersey. She enjoyed practicing law in New York for a few short years before moving abroad, even if she averaged only five hours of sleep a night during her time as a young litigation
associate. Since her return to the United States 20 years ago, Evans has focused on strategic, operating and governance support for a variety of organizations. She is delighted to have been asked to contribute an article on her father and is relieved she was not asked to summarize his legal career.
Brittany N. Forman, MPA, PMP
is a Director at Econsult Solutions, Inc. At ESI, Forman leads projects in the areas of community and economic de- velopment, municipal consulting, eco- nomic inclusion and nonprofit manage- ment. She helps clients assess budgets and policies, evaluate programs and operations, conduct stakeholder out-
reach and quantify economic impacts.
Jack Markell
served two terms as Delaware’s Gov- ernor, completing his tenure in 2017. During his time in office, Delaware’s job growth was the best in the region and one of the best in the country. Under his leadership, Delaware won the top spot in President Obama’s Race to the Top competition and high school graduation
  rates saw some of the best increases in the country. Markell served as Chair of both the National Governors Association and the Democratic Governors Association and as President of the Council of State Governments. He also served for 10 years as Delaware’s State Treasurer. Beginning his career in the private sector, Markell helped lead the wireless technol- ogy revolution as the 13th employee at Nextel, where he served as Senior Vice President for Corporate Development. His other business experience includes a senior management position at Comcast Corporation and work as a consultant with McKinsey and Company.
Stephen P. Mullin
is President and Principal of Econsult Solutions, Inc. Mullin provides exper- tise in the economics of state and lo- cal public finance and policy analysis, economic and real estate development and impact analyses, and business- government strategies. His consulting practice dates back to 2000, having a
client base ranging from state and local governments and agencies to private businesses, real estate developers and not-for-profit institutions.
David C. Shelton
is Senior Vice President, General Coun- sel and Corporate Secretary of The Che- mours Company. He heads the Che- mours global legal, compliance, security and governmental affairs teams. Prior to Chemours, he was Associate General Counsel for DuPont and a member of the DuPont Legal Global Leadership
team. After seven years in private practice as a litigator, Shel- ton joined DuPont in 1996 and served in many roles, includ- ing: environmental counsel; commercial counsel to various businesses in the U.S. and on international assignment in Geneva; the organization’s diversity and inclusion champion; and as Associate General Counsel and leader of the business attorneys and paralegals counseling business units across DuPont.
