 Delaware Department of Insurance Medicare Assistance Bureau (DMAB)
The Delaware Department of Insurance Medicare Assistance Bureau (DMAB) provides free health insurance counseling for residents throughout the state. The DMAB team empowers residents of all ages to better understand their options and enable them to make the best health insurance decisions for themselves and their family.
“Many people have questions about Medicare and don’t know where to start. The good news
is we are the local agency to help people in Delaware deal with the complex and often confusing health insurance system,” said DMAB Director Lakia Turner. “Because there
are no local Medicare offices, DMAB is funded and trained by the federal government
to provide information and assistance.”
Counselors provide in-person and telephone assistance in the following general areas:
• Medicare Prescription Drug Coverage Program (Medicare Part D)
• Medicare supplement insurance (Medigap Plans)
• Assistance for disabled Medicare beneficiaries (under age 65)
• Medicare Advantage Plans (HMOs, preferred provider organizations)
• Long Term Care Insurance
• Medical Assistance programs
• Assistance for low-income beneficiaries
• Billing problems
• Volunteer counselor opportunities
• Prescription Savings for those who qualify
• Free community presentations and more
The free-of-charge counseling service can assist with Medicare, Medicaid, Medigap (Medicare
DMAB hosted or participated in more than a dozen public events in 2019.

In 2019, the DMAB team held
about 5,000 one-on-one counseling sessions with Delaware residents. Following one of those meetings, one Delawarean praised a team member: “She really made me
feel like [DMAB] would really
work to help me. You really
made my life easier today.”
During the 2019 Open Enrollment period, the team took more than 200 new calls a day. Events are scheduled throughout 2020 so that residents can interact with DMAB and discuss their healthcare needs and plans prior to Open Enrollment.
