Bullock estimates the new terminal will
be completed in 2027, supported by the
port’s labor force as well as financial back-
ing from the state and federal governments
and Enstructure.
Enstructure is already receiving inquiries
from shipping lines interested in utilizing the
new terminal, Bullock said. The terminal is
expected to create about 4,000 new jobs.
“Enstructure is doing a terrific job,” he
added. “They’re striking the right balance of
business orientation and looking out for the
safety of the women and men who work at
the port. In the 15 months since they took
over from the previous operator, the capi-
tal investments they’ve made have really
made a difference to the look of the port.”
Enstructure continues to invest in
the port’s infrastructure, Hogans added,
including upgrading cranes and acquiring
new eco-friendly equipment. “We are also
enhancing overall facility maintenance —
from paving to installing additional reefer
plugs,” which are electric plugs used to
keep refrigerated shipping containers cool.
Going forward, Enstructure is also eager
to diversify the kinds of cargos coming
through Wilmington and grow overall
activity at the port. “Port Wilmington is
North America’s leading perishable termi-
nal,” Hogans said. “We plan to continue our
work with perishables while adding key
industries such as forest and steel products,
the automotive and roll-on/roll-off busi-
ness, and the bulk and breakbulk business.”
The new container terminal will allow
Wilmington to become “a true cargo
gateway that offers potential customers
the total package,” he said.

A key part of the Port of Wilmington are
third-party businesses that help shippers
process and move their cargo. One such
business is Port to Port International
Corp., which offers a weekly service from
Wilmington to Port Everglades as well as
major ports in Central and South America
and Africa. Port to Port partners with
shipping companies to move vehicles in
containers, as well as other heavy equipment
like buses, trucks, and construction or
farming equipment.
