Report on the Proceedings of the 228th Annual Meeting
Saturday, November 18, 2017
Report of Elections, Proposed Budget, and Other Actions
All reports submitted to the 2017 Council are on file at the Medical Society of Delaware office and are available to members upon request.
The 228th Annual Meeting of the Medical Society of Delaware took place on Saturday, November
18, 2017 at the Medical Society of Delaware Building and Conference Center in Newark, Del. American Medical Association Board Member, Willarda Edwards, MD; Gary Pushkin, MD, President of the Maryland Medical Society; and Theodore Christopher, MD, President of the Pennsylvania Medical Society, were guest attendees.
Three education sessions were presented
in the morning prior to the commencement of the Council Meeting, providing a total
of 2.5 continuing medical education
credits to be claimed by attending all
three educational sessions. This year’s educational program was built around the topic of “The Hidden Patient: Breaking Barriers.” Recognized leaders in advocacy and the law provided information about  and Transgender Care. The Lewis B. Flinn Lecture began the educational program with speaker Yolanda Schlabach, RN, MA presenting a riveting talk on the elements  Schlabach, Executive Director of Zoë Ministries, Inc., in Greenwood, Delaware, educated the audience on identifying the  health care community and the health care  
examples of Delaware cases. She noted that at the current time, no Delaware hospitals have protocols in place to address suspected  Layton, JD, Deputy Attorney General
and director of the Family Division of the Delaware Department of Justice, explained  discussion of domestic violence, described 
the reasons for lack of prosecutions,
and reviewed relevant recent changes
in Delaware legislation. “Supporting
and Caring for the Transgender Patient” was the presentation given by National Press Secretary of the Human Rights Campaign, Sarah McBride. She explained the challenges facing transgender patients in health care settings and articulated best practices to ensure safe and competent care for transgender patients.
Awards presented included those to our physician members who were recognized for their 50 years as a member of the medical profession and in appreciation of their dedicated service to the citizens of Delaware. Those present to receive their 50- Year Medical Graduate Award were: Robert G. Altschuler, MD; Vicenta P. G. Marquez, MD; Paul C. Pennock, MD; and Leonard H. Seltzer, MD. Special Recognition awards were given to Hugh Bonner III, MD and Vincent F. Carr, DO, in appreciation of their dedication to continuing medical education and clinical improvement of Delaware physicians and leadership in ensuring the integrity of the MSD Professional Education Program through quality education programming that leads to the advancement of excellence in care for Delaware patients.
Additional awards were presented at the Gala held on Saturday, December 2, 2017 at the DuPont Country Club in Wilmington. The 2017 President’s Award recognized
Richard E. Menkiewicz and the Daniel A. Alvarez, MD Distinguished Service Award was presented to John J. Goodill, MD.
The Young Physician Award was given
to Selvam Mascarenhas, MD. Michael J. Bradley, DO was recognized at the Gala with a special recognition award for his vision and leadership over the past twenty years as a founder and President of MedNet.
As a memorial to the members of MSD who were lost through death during the past year, those in attendance at the Council meeting paid tribute to the following members: J. Wesley Clayton, MD; Jose R. Gontang, MD; Mohammad Kamali, MD; Bruce
E. Katz, MD; Vincent B. Killeen, MD; Joseph J. Ranallo, MD; Mazhar Rishi, MD; Mansour Saberi, MD; Harvey A. Salem, DO; and Richard H. Sherman, MD.

EXECUTIVE BOARD REPORT
As part of the Executive Board’s report submitted to the Council, there was discussion on the topic of Physician- Assisted Suicide as the Executive Board’s
