Local employers also experienced cost savings due to the department’s work this year. Due to the successful deployment of the department’s Workplace Safety Program, businesses saved a cumulative more than $7 million, and the Delaware Compensation Rating Bureau unanimously approved a decrease in workers’ compensation rates of around 13%. This is the
third year of rate decreases.
In the Legislature, the Department advocated for more than a dozen pieces of consumer-oriented legislation and passed those
bills with the help of the General Assembly. These bills include the Insurance Data Security Act, which followed multiple data breaches
at insurers that impacted nearly 100,000 Delaware residents. The
Act establishes a comprehensive regulatory framework requiring insurers active in the state to implement information security programs; report data breaches expediently both to the department and the public; provide free credit-monitoring services to
those impacted by breaches; and ensure the department’s ability
to investigate violations of data security, enforcing penalties
when necessary.
While the work of the office
already centers on how to improve the daily lives of residents, the Consumer Services division is tasked with inquiry response and case management. In 2019, it responded to about 4,200 consumer issues, and recovered about $1.4 million for residents.
Over the past three years, the department has celebrated numerous work anniversaries, including several employees who
have served more than 30 years. While retaining these hardworking employees is so important, Commissioner Navarro has had another goal: promote them. There have been 13 promotions over the past three years, not including the many employees who moved from part time to
full time. Promoting from within has allowed leadership and management roles to represent a greater diversity, with 46%
of promotions being minority individuals, and 77% of the promoted employees being female.
Always looking for opportunities to serve, the department’s offices in each county participated in the Stuff the Bus program, collecting more than 2,687 items for the Food Bank of Delaware and its partners.
